Tennis balls change measurably as they are used, and the rules governing when they are replaced create a rhythm that both players are constantly playing around.

A ball is not a constant
A new ball is smooth, tightly pressurised and travels quickly, while a used one has raised felt that increases drag and slows it through the air. The change is gradual and continuous, so the conditions of a match drift steadily between the moments when a fresh set is introduced. Because both players experience the same drift, it is easy to overlook, and it nonetheless alters which patterns are effective at different points.
A player relying on flat power benefits most when the ball is new, while one relying on heavy spin gains as the felt raises and the ball grips more. The match therefore contains a slow oscillation in conditions that has nothing to do with either player's performance.
New balls favour the server
A fresh ball travels faster and takes spin cleanly, which increases the effectiveness of a serve more than it increases the effectiveness of a return. That advantage is concentrated in the first games after a change, and it accrues to whoever happens to be serving during them. Because the change occurs on a fixed schedule of games rather than at a fixed point in the match, its benefit falls somewhat arbitrarily.
Players are aware of this and manage it, occasionally choosing to receive at a change in the knowledge that the first service game will be difficult. The scheduling of the change is therefore a small structural feature with a measurable effect on how games are distributed.
Tournaments choose the specification
Balls are supplied to a specification chosen by the event, covering pressure, felt type and how the ball is expected to behave in local conditions. A heavier specification slows play and lengthens points, while a lighter one speeds the surface up without the surface changing at all. Events sometimes select a specification to complement their surface, aiming for a particular style of tennis rather than an extreme in either direction.
The choice is not hidden, and it is nonetheless absent from almost every preview, which discusses surface as though it acted alone. Two tournaments on identical surfaces with different balls can produce noticeably different tennis, and the ball is usually the unexamined difference.
Environment acts on the ball
Temperature changes the internal pressure of a ball, so the same specification plays livelier on a hot afternoon than on a cool evening. Humidity acts on the felt, adding weight and increasing drag, which slows the ball and reduces the reward for flat hitting. Altitude changes air density and therefore how much the ball decelerates in flight and how much spin bends its path.
These effects combine with wear, so a used ball on a humid evening behaves very differently from a used ball in dry heat. That combination is why players request new balls at particular moments and why the request is a tactical act rather than a preference.
Reading a match with the ball in mind
Following the rhythm of ball changes makes several otherwise puzzling patterns legible, including sudden shifts in how comfortably players are holding serve. It also clarifies why a player's effectiveness appears to fluctuate within a set without any visible change in their movement or intent. Broadcast coverage rarely draws attention to the change, which means the audience experiences the effect without being given the cause.
For anyone previewing an event, the ball specification is a genuine input alongside surface and conditions rather than an equipment footnote. Including it produces expectations about point length and service dominance that surface alone would get wrong.
